Does GM really do nothing to the macro users??

Everyone know that some players used macro. There is suspicious player in the lig side too.And it's the most fatal exploit for the RPG game much more than account trading.
Ofc using hotkeys in gaming mouse/keyboard is totally fine. It's just another hot key set up.But they used 3rd program for 'auto' skill usage.It's not important how they are OP without macro or not. The only important thing is 'they used 3rd program for macro'.
Anyway I won't send ticket. Because I already know the answer.

Then they did nothing.
Why they made in game rules?? why they do nothing to the criminals?
Because they spend lots of money in game?
